I would also motion for adding it to the original main cities and any other area which has auction house access. Except during seasonal events, the three main nations are not heavily populated, so I don't believe they will substantially increase server stress.
If that is not possible, another option would be at least connecting the zones that make up each city with thier own private yell radius, so that you can at least reach people in different parts of the same city.
If you want to solve the lag issues of this game just drop the PS2 no need to hold us back anymore.
Almost every issue with this game is because of the PS2, the core game was created for the PS2 thus limiting our experience especially in 2014 which we could have already got a graphic overhaul, UI overhaul, etc. The ps2 internet connection sucks so in order for this game to run perfectly in the PS2 they have to downgrade the online capabilities which affects us as lag if they removed the PS2 there is so much they can fix even though the game was originally intended for the Ps2 which is a dead system. And FF14 has the same problem with the PS3 version; however, unlike FFXI the other game was created for PC so its a port for the PS3 version.
A large portion of the Japanese players play on the PS2. The PS2 is far from a dead system there.
Also, dropping PS2 isn't going to change jack shit. If you think they're going to rehaul FFXI for the few who still play it, you're crazy. Literally none of the issues you listed are gated by the PS2 either. Graphic overhaul isn't happening because they don't have the resources for this game, it's not a worthwhile investment. UI overhaul is happening for PC only, because they can do that without PS2 holding it back [shocking I know].
tl;dr stopping PS2 support would only lose them money and they aren't going to pay anyone to bring the overhaul you want.
On-topic, I still have no clue how SE has so many issues with server stress. FFXI and FFXIV are literally the only games I've ever seen have so many suggestions and features shut down because of server stress issues. Even the worst F2P MMOs have global chats and such without lagging their servers. I could easily see it being a drawback from a bad engine in FFXI, but this problem extends to FFXIV as well, what gives?

The PS2 has more than enough online capability. It supported broadband, and I played online games on it that could use the broadband speeds. FFXI on all platforms is capped at 56 kilobits per second between you and the server while in the game, and the speed limit is only raised when downloading patches. Lag is due to so much data trying to be shoved through dial-up communication speeds. Beseiged easily saturated that link, so did Campaign. Lifting that speed limit would reduce the lag because more communication could happen between players and the server, since it's due to a bottleneck and not the server not being able to keep up.
Oh Oh, can you please expand yell to little used areas like "The Colosseum" - I just got into doing pankraton and it would be nice if I could play that while waiting for yells.
In the same idea, can you consider adding yells to the ferry zones? That way people could fish with the scenery of ferries while not missing out on group content.
Generally what I am getting at is the game would benefit from changes that help you fill time playing solo while remaining open to group events.

1) You can filter yells already, if you don't want to be "spammed" then filter them. Also, people can't "yell for hours every 5 sec" becuase there's a 30 second cooldown on yells.
2) If this actually increases yell frequency significantly (I doubt it would), they could always increase the cooldown to compensate.
