At the time of the email code fail situation, I pointed out that they could just have used a moogle in your home nation which gave you the 1x per SE account KI / egg / whatever, and had an internal code lock which registered that you had obtained your item and then the moogle would refuse to speak with any other chars on your account.

This would be the system I proposed for the "Augmented Nostalgia" type of event where you can make your very favourite piece of pre-ilvl gear relevant again, nothing spectacular like 119 with afterglow, but a serviceable 117 with enough ACC to hit mobs.

Do I think it will happen? No!
