The development team has been discussing improving the convenience of warp scrolls, but they would like to look into this carefully while considering the balance with the black magic spell Warp and also the effects it would have on the supply and demand of warp cudgels.

Make warp cudgels have 99 charges instead of 12 - and remove the 1 hour reuse delay. This will actually improve demand for these clubs, but that is a good thing.
Make warp scrolls stack to 12.
