Sky never rose cuz it never was in the ground to begin with, after all, you need to teleport to sky to get there. Don't you find it odd that the main teleport at the hall of the gods seems like it's always been there, no signs of being torn or ripped by any earthquake like movements? And the 3 later teleports you get from CoP mission/quest, what about those? An in-game proof of this is the painting you find in Sacrarium. It clearly shows sky has been where we always knew to be at. Maybe at beginning, when It was built, it was in the ground, but as soon as it was able to float it's been up there since. Zilerts use the power from the 5 mother crystals to keep it afloat. The crags tapped into the power and channel it to Delkfutt's Tower at Qufim, where it was sent to Sky's power reactor (for lack of a batter word) located at the Celestial Nexus.
What really happen was the major power surge caused by Bahamut's Teraflare at Fei'Yin (which is the control centre to this massive power undertaking) , when he found out that the zilarts was trying to get to the gods. The surge rippled and caused major destructions across this power grid which shook Vana'diel as a whole. From that, the black ooze substance flow out and the well known crystal formations known as Magicites grew. The surge is what caused the statues at the hall of the gods to brake apart among other things across Vana'diel. The explosion at Fei'Yin is the reason why the northerlands are in eternal winter, the atomic winter is the aftermath of this at and around Fei'Yin.
