But remember, some mobs don't have 'local' mobs, such as Khimara where he's in the middle of a clearing with no mobs, how would you force pop him? To be honest you would have make him an exception and and just do a shorter respawn time?

Thats what i meant when i said change all NMs to 10 mins. Basically anything thats on a timed pop should repop in 10 mins.

Honestly and please feel free to laugh at my mentality, but that's not how you encourage newer players to go after stuff. Do you think anyone would go after an nm that has a 48-72 hour pop window? No one has the amount of time irl to camp like they used to.
