there isn't a real intelligent reason why it wont work, but SE chose to make it region specific when they released the game, I.E. you cant use U.S codes in Japan or EU. and you cant use EU codes in the US or Japan
perhaps you can find someone willing to buy the code from you so it isn't a total loss

it just i dont wanna end up trying to use the reg code and it becomes unusable because of the account is not from usa even if it using an usa address but from hong kong. was buying it for friend birthday. dont wanna waste $40 if it does not work. if not i just have to use it for me and she can buy her own.
I would try to find out what region her Square Enix Account is, that is the deciding factor here, I have a friend in Austrailia using a US Square Enix Account with a US address and the US version of the game, he has to convert currency in paypal or buy ultimate game card codes and convert to crysta to use it because he cant use his credit cards with that account
