Would need to see the EXACT situation he was talking about. I say this because OaT has a much higher TP gain rate then STR, it is a situation similar to what the STR Great Sword vs the OaT Great Sword face. OaT wins by enhancing your WS spam rate. Even though it has lower DMG the proc rate is 45% @99. It's delay is also nicer to gear around though the 480 on the STR isn't bad at all.

15.7% higher without taking into considering the faster Tp gain rate. 11 STR and 34 attack can not make up for that kind of difference, even when tossing on some TA / DA to nullify part of the 45% OaT rate.
