"The Outlands" are the in-game term for the zones that were released with Rise of the Zilart, just talk to any Nomad Moogle (who unfortunately all have the same exact dialog wherever they are, but they were first released in Zilart zones) or look at your quest log.
They probably just reused some lines of text from an older scrapped idea to make airship routes to actual Outlands locations.(0)

That's the fake map. It wasn't released by Square Enix and is simply a community mock-up.
