The latest test server notes do not actually state that a person has to have a Pulse piece in order to obtain a ticket for such. It is possible the restriction got lifted.

The only conclusion I jumped to is that it was "possible", not that it was fact. Relevant language bolded:
Tickets (official name TBD) have been added that may be exchanged for the following items—heretofore known as Pulse Panoplia—that are imbued with a mysterious luminescence:
Anhur Robe / Fazheluo Radiant Mail / Mextli Harness / Mekira Meikogai / Toci's Harness / Heka's Kalasiris /Asteria /Borealis / Coruscanti / Ephemeron / Murasamemaru / Delphinius / Aytanri
The Exchange Process:
When obtaining a pulse weapon or piece of armor from a Riftworn Pyxis, select "Obtain as ticket."
*These items are stackable (up to twelve), deliverable, and may be traded or sold at the auction hour as well as from bazaars.
Trade the specified amount of ticket items to the NPC Ardrick in Junger Forest (I- and he will reconstruct the appropriate piece of equipment.
*In order to have equipment reconstructed, players must first receive the designation for defeating the Voidwalker that drops the corresponding ticket items.
*The required number of ticket items may vary.
Why can't we just add the spoils of our Pyxis to the treasure pool? If I luck out on a drop, then I already have priority on it because it is in my Pyxis. Allowing me to add those spoils to the pool allows me to share those items that I decide I do not want.
No need to create some huge AH-able leech system so that players can buy their way into getting all the end-game armor without actually participating in a fight.
I agree that the tickets are dumb. But de-valuing the crafted bodies? Really? They're already de-valued by the existence of the pulse panoplia, not to mention that the only crafted body that has any application outside of its pulse version is the crafted version of Anhur robe, because with the right gear, you don't need the extra skill from Anhur over the crafted version.

Agreed. At least mobs that drop athos rubeus and ogiers also drop other items that could encourage someone to continue killing those NMs and put tickets into the market. Having just made that statement I realize that is the exact reason those items were left out of the ticket system.

A Galka from Bastok seeks the Voidwatch drops and wishes to gain entry to those Voidwatch drops through a doorway. A ticketkeeper tells the Galka that he cannot go through at the present time.
The Galka asks if he can ever go through, and the ticketkeeper says that it is possible. The Galka waits by the door for years, bribing the ticketkeeper with everything he has. The doorkeeper accepts the bribes, but tells the Galka that he accepts them "so that you do not think you have failed to do anything."
The Galka does not attempt to murder or hurt the ticketkeeper to gain the Voidwatch drops and waits patiently at the door until he is about to die. Right before his death, he asks the ticketkeeper why even though everyone seeks the Voidwatch drops, no one else has come in all the years. The ticketkeeper answers, "No one else could ever be admitted here, since this ticket system was made only for you. I will now shut the gate."

Still doesn't address the fact that many ppl has gone way more time on too many NMs and has never gotten some of the ra/ex item. Thanks, SE Random Generator.
I know ppl will come back in here and talk about the old HNMs, but seriously, how many of YOU has actually killed those HNMs 500+ and still not seem the desired drop?
[I've stopped doing Pil since I've been over 0/400+ on bodies and still rages everytime I see ppl who are 1/10 or less].
