That is never going to happen.

As to op: No. It would be better if the procs for blue mage were reduced like they were back shortly after Aby came out.

If they did as you suggested than an inevitable nerfing would follow.

It isn't anyway, most BLU's would much rather set all DD spells than aim for a proc (not that I'm denying there is way to much spells.)

There's a season to rape, a season to proc. For every season a turn, turn, turn... Okay, enough butchering classic songs for me XD

But, yeah. A BLU can't be all DD all the time and if a BLU refuses to their proper role of the moment they deserved to be kicked.

Edit to add: I agree there should be at least 2 BLU for procs, but for the most part people don't want to go out of their way to get them.
