No, it's on par with like 4 other empyrean weapon skills.

Camlann's Torment, Quietus, and Cloudsplitter badly need changed

Torcleaver could use adjusted because its basically useless beside Resolution

Fudo maybe? but from what I've seen it has been keeping up with Shoha and gets aftermath

Fudo only keeps up when attack is capped or near cap va TP Bonus Shoha
60% STR 3.75 fTP vs 100% STR 3.15 fTP 37.5% attack bonus.

Really they just need to give Fudo an attack bonus and be done with it.
