    I had a similar problem.

    First, I found that my character wasn't properly transfered to my SE account so I sorted that out, but that didn't fix the problem.
    Then, a few days ago I got an email about my first service fees being billed soon and that reminded me to try again, and now it works fine and I got accepted yesterday.

    I checked my SE account and it looks like I'm in the same situation. Even though I distinctly remember doing the transfer already, it said I could still perform the transfer. Even the screens seem familiar. Oh well, I'll try it tomorrow and see what it says.
