How do you know it is for FF11 and not a different MMO? I'm not saying you're wrong, I'm just not seeing where it specifies that it's FF11.
Regardless, I can think of a few posters here that should apply.

They realised MMO subs are really good money, they forgot the MMO has to be good and it takes a lot of effort to keep those MMO players happy and continuing to pay subs though (no way in hell they can run more than 2). FFXI is kinda an anomaly to most MMOs in that for almost all of us this was our first MMO and that is why we are so loyal to it.Lol, they should first try to master running 2 at once before introducing a 3rd or 4th.
Still find it amazing they would take a successfull very profitable MMO and strip it's staff and budget to try and fix another broken game with very little intrest in it. Makes no business sense at all.

I'm sorry if my post wasn't clear, but there's a text on the front page of the FFXI official site, linking to that ad, that specifically says they're recruiting for FFXI:
"FFXI is currently hiring battle planners!"
And they mention wanting to make the world of Vana'diel even more diverse and active by hiring new staff.
There is no doubt, from reading that, that they are indeed hiring for FFXI.
And yes, the position seems to be in Tokyo and I doubt they'd want to hire non-JP speakers for a Japanese environment, though the ad doesn't specify so (then again, if you can't read the ad, why would you apply ^^).
Nonetheless, I thought people may be interested by this bit.
