I'm pretty sure the community reps said it was that way, so not really a rumor but rather "this is how we intended to work August 2011" which still has room to change.

Besides SE always thinks their "destroy the world" avatars are too strong to have on a summon and needs to be on 2 hour. I guess Fenrir wasn't quite strong enough to destroy worlds.
