Disaster recovery sites are very very expensive. I'm sure they have considered this and also considered the expense of setting up a duplicate (or near duplicate) DR site. For something that is critical like your communication platform it is essential. I'm sure for the playonline and forums sites they have a full DR. I agree with SE when comparing potential loss of income / server outages vs the cost. In its place they are likely doing hourly backups and moving them offsite and finally out of the area completely should a complete disaster occur.
In this case they had three options:
1. Move the physical servers to a new colo outside of Japan - This is painful and expensive an can take months to return back to normal.
2. Create a duplicate of the system offsite at another colo and restore from existing backups, slightly less expensive but can take a week or more in most cases to come back online.
3. Shut down the servers for a week while the dust clears.
I suspect it isn't just the local power savings they are concerned with but also the IT staff operating the servers. If they have families and responsibilities then doing either of the first two will take 100% of their time to accomplish in a reasonable fashion. I am happy they took the steps of being nice to the employees and allowing them to take care of themselves rather than the game as a priority.
