Id kill every NPC in Port Jeuno so everyone stops cluttering the place up. This new yell thing is a step in the right direction. As well as AH all being linked. I think they even made Aby NPCS in most areas now too. to complete congestion problems /yell needs to be server wide no matter where u are.

And to get back to topic, kill all NPC in Jeuno so people leave and do something for a change.
