    The problem isn't windows 7. It's new graphics cards.

    About 18 months ago, I got a GeForce GTX 280 which ran the game at around 14fps in most places. Just recently nVidia released new drivers and now I'm running at constant 29.4 fps / max shadows & 2048x2048 background rendering resolution, this includes in Port Jeuno at the Abyssea NPCs and other populated areas.

    Most new graphics cards don't support earlier versions of DirectX 8 too well.

    As for the stuttering effect, or stepping - you can set the game to run on a single core by using the Affinity settings in the process manager. Right click POL.exe > Set Affinity.

    I don't think this will help though.

    What i'm asking for its a simple "button" into FFXI option ( off line ), the affinity thing have a "not saving prefer." issue,
    dunno if they adjusted that. Im askinfg for that option cause i've experienced the passage from single core cpu/gpu
    and multicore ( quad cpu and dual Gpu single pcb - 285 atm ). as many other player reported on various forums : Older PC single CPU = No Stuttering effect , New PC multicore = Stuttering . not sure if thet annoying effect come directly
    by single core or multicore cpu , maybe its Win Code , the Drivers Or the FFXI Code .. i just wish they can/will fix it
