If you're buying stuff you already have just for a bonus 'thank you' gift, you have only yourself to blame.
Bolded for emphasis.For those that don't know the Destrier Beret is a bonus item for buying the ultimate abyssea edition, but when using the code you may only select 1 character to give the hat to. Since the system to obtain the hat is now already in place the only fix is to make it sendable to our alternate characters.
This is a bonus. It is not what you're paying for. Only getting it on one character is, I'm pretty sure, something SE intended. It's not broken, so it doesn't need a fix.
Could it use an improvement? Probably. But that's not the same as a fix.
Because people who already bought all the expansions get a statue of Prishe automatically. That's a reward for 'loyal long time customers'.

Go to https://secure.square-enix.com/account/app/svc/login?cont=account and log in, then Select Service >>> PlayOnline / FINAL FANTASY XI >>> Add a service account (blue button) >>> input expansion software registration code.
The only reason why I'm not foaming at the mouth myself is because this only works under level 30.
A lot of my jobs are already over 30 so this wouldn't have much use outside of sync parties. Obviously this is a ridiculously good item (my sister got it when she bought the game and damn, it is really freaken good), but this is obviously meant to make leveling all jobs to 30 easier for new players.
Well, I would actually prefer getting this on my account on which I've already bought Abyssea...but this would still be a great idea.

Strikes me as odd it's limited in the first place. In WoW, Rift, and FFXIV, any special items automatically go to every created character on the account. So I can appreciate people's confusion here, it definitely threw me off!
Except the people buying the Collection also get the statue. They get the extra item, plus the item we get, and they pay less total. It's a slap in the face to people that didn't wait for expansions.
I'm finally leveling melee jobs for the first time, and the increased amount of levels you have to solo, and how you gain levels now much faster than you gain combat skill, makes it very difficult to survive. Not being on a mage job means I can only bring one inexpensive reraise with me, maybe two if I eat a scroll before I leave town. New players get infinite reraise during the solo leveling range, free with purchase. I have to spend even more than I have already (on buying the same thing). It feels like this situation:
