I really doubt this will happen in any form, unless SE expands on the merit system further or adds a higher level version. This is a ten year old issue. Experience earned at the cap is wasted, but there is still things you can do with that job beyond earning experience. The only thing that has changed in the last ten years is what the point is where experience starts getting wasted.
However, there are problems increasing CP/AN/IS gain can create problems because you can buy things with those to sell to other players. Those items could potentially be devalued immensely as a result. That has a whiplash against the few new players coming into the game because they can actually make a fair amount of money reselling that gear after they used it. So, there is a minor economic issue that could be created just for the sake of people not feeling like experience is being "wasted" even though their primary motive for what they are doing isn't experience anyways.
