It depends on what he means by 'account', the term is ambiguous, the SE Account in turn has Service Accounts which are individual game accounts, that's what caused this problem:

However AFAIK SE haven't provided for a Standard -> Collector Service Account upgrade which is what Neutron I think is trying to do. Since AFAIK there is no such thing as a 'CE upgrade' then I don't see how he could have bought one off Amazon, he bought a full version which gives no reason to think CAN be used to upgrade a Standard one.
