Make quests repeatable.

Except guildleves are: Crap for xp and rewards (Literally 1/3rd the xp and gil as a quest)
You are limited to what 18 a day, and they respawn only 6 per day

Not limited to 16 a day but limited at a time. You have a max of 100 allowances and you get 3 every 12 hours I think.

So you confirm then that you need to do 3 times as many leves to equal one quest. You could do all 100 leves at once and only get 2 levels. That is one reason (other is no repeatable quests) people only do fates to level up.

Nah, it's more like 2 Levequests to equal one quest. At my level, a Levequest yields about 7000k exp, without a bonus, and a normal quest is about 13k.

Levequests might be somewhat comparable to normal quests in terms of time spent, but they're both vastly inferior to FATE grinding.

My 7 levels on BTN (36-43) over the past two days would like a word with you. Leves are excellent exp.

You are limited to 18 at a time. You can burn through all 100 in a day if you want.
