Wow sorry, I haven't had much time to post lately so I am just catching up with them now. Since the image you posted doesn't have the lines you describe it's an issue with your monitor. The only reason why I know what your seeing is because I had this issue on an older monitor that I had using HDMI for it's input.
Also to note 75hz is a very odd refresh rate to use most monitors are at 59hz, 60hz (lie it's actually 59.4hz), 120hz, and 240hz.
If your monitor has an autocalibrate option I suggest opening up a monitor test image http://www.lagom.nl/lcd-test/clock_phase.php.
The site I linked when opened should have a black and white image and if my theory is correct you should blatantly see some lines just browse down to where the image fits your screen and then click the calibrate button on your monitor; if that isn't available go into the monitor settings and adjust options called "clock" and "phase" until the lines become less noticeable or disappear.
Asides from that there really isn't much more I can do to help.
