That may not be of any help to anyone but I'm at work and don't know my computers specs. I'm not too knowledgable about computers. :x
These are your basic specs. Are you getting the tearing at times of high graphical traffic? During FATES,fighting multiple enemies, or multiple spells happening on screen? You may want to check and make sure your drivers are up to date. If this is a prebuilt system from like Alienware, PowerPC or some site like that, they tend to lag behind on their driver updates so you will need to do that.

It was a custom built computer, I suppose. It wasn't prebuilt and I got it at a mom-and-pop shop so I assume the drivers are up to date but I could take a look at updating them. Mainly the tears happen during all gameplay, then get worse during cutscenes. I haven't gotten to actually fight anything or do fates yet because I've been trying to fix this. :\ So I guess all gameplay for me would be running around town and accepting quests. :T

Just checked, the drivers are all up to date.

Have you tried playing any other games to see of the same problem persist there?

I played Diablo 3 and it did it, but when I turned V-Sync on it stopped the tearing. It's like.. very faint shadow-y lines going up and down the screen. When I played Guild Wars 2 there wasn't any problems.

The vsync is on, 60fps (1/1) so I'm not sure what to do now. :s I can't get into game to see if it really worked either.

How do I find out my specs? ><
Try Disable Radial blur and Cinematic Depth of Field in the graphics options.

Are you playing off a TV with HDMI?

Done, the radial blur kind of helped but the depth of field didn't do much. It's still there faintly. And no, I'm not using a TV. I'm starting to think my monitor just can't handle it.

Does it look like this? http://imgur.com/rmU2CTq (Except instead of white shaded lines [I just photoshopped these in lol] they are black ones and greatly less noticeable)

Also do you mind taking a screenshot? If it's your monitor I shouldn't be able to see those lines in the screenshot.

They're kind of like that, but really small and darker. Like a bunch of them one after the other. Kind of flicker-y.

So, I'm not seeing anything wrong with the picture so I'm thinking it's a hardware problem. Being that this is custom built from a mom and pops shop it could be any number of things though. I've seen this problem with custom computers when there is a problem with the power supply. 600W should be more than enough for your system if thats what it's actually putting out. Then again, it could be some thing as simple as a lose connection to your GPU.
