Over half of the gear items your character is wearing right now are not gender-locked. It's possible to make feminine glams and unlock them for all players. The 2b leggings are an example of this.

Toggles work by hiding or unhiding a portion of the model (like with hats and visors), so to do that, you would have to have an entire separate version of the costume constantly loaded. I think the most feasible thing to do is make feminine designs available to everyone from the start-- like they did with the rest of Lenna's set, with the chaotic gear, parts of the eden raids, crafted glams, and the previously mentioned national uniform of limsa.
