It could very well be on SE's side if one of NTT's nodes is taking a dump -- which btw happens relatively often. And yes, NTT having issues is SE's side since they're contracted be SE. Using a VPN is usually a good way to bypass those potato nodes.

There's a long-standing known issue between NTT and ATT networks being near worthless. A VPN could definitely help with that issue to bypass whatever hot mess they have going on between them.

But don't use this as a solution to DDoS attacks, as a VPN won't save you from this.
