Steps:
1. Have a Hrothgal with Warrior of the appropriate level for the gear
2. Equip Ravager's armor or Virtu Ravager's armor, especially the cuirass
3. Activate emotes where the arm with the shoulder metal plate is being raised at the side or to the front, various weapon skills would also suffice, like the finisher of the 1-2-3 base warrior combo.
I don't know if it's a bug or a really bad call in 3D design, but currently the rigging for Hrothgals in the shoulders and the arms make armor way more massive than it would make sense for the actual body parts. Arm rings are so wide they float or would fall off, even with the Hrothgal specific arm piece. (There is another bug report from someone else about this already but sadly filed under "insufficient information".)
The (Virtu) Ravager's cuirass specifically makes the metal plate on the shoulder massively clip through the head. On some battle poses it's so bad it even ends up on the other side of the head. It also floats over the shoulder. And the bulky arm parts don't help with this.
Now, I know this peace of gear is bulky to begin with, but I have worn it already previous to my transformation into a Hrothgal with a Lalafell and it's not nearly as much out out of place there. My male Viera is also not having as much trouble. Here are some screenshots for comparison:

The shoulder metal part is a bit more floaty on my male Viera, which is also fairly odd, but the clipping isn't nearly as bad.
So it's really not the armor itself that's the issue but how it is assigned to female Hrothgars in particular. The rigging seems to think their shoulders are twice as big and bulky as they actually are, so the armor is assigned accordingly and leads to massive clipping with the 3D model in the upper region. This is also not a single incident or related to this specific Hrothgar built. There are plenty examples of other pieces of gear on other Hrothgals who have similar issues as soon as a gear piece with covered shoulders are involved. Please have a look at this as well, even should it not be categorized as bug per se, it is a grave error and I heard plenty of people say it's a main dealbreaker for them and keeps them from playing Hrothgals alltogether, even when they like their general design or muscular big women. It breaks too many glams.

We are already not able to wear hats and are limited to 5 hairstyles per face and are going to have the same issues as male Hrothgar all over again in the next years. Limiting us even more by making every piece of gear with covered shoulders break our characters with massive clipping inside and outside of battle and simply looking inaccurate in comparison to their actual anatomy, is unacceptable. Hrothgar players might be a minority, but it's stuff like this that keeps them that way, and in the end they are still the very main character of this game, as any other Warriors of Light.
Please, even should it turn out to be not a bug but intentional design, forward this to the animation team and have them fix this into a kind of rigging that causes not more clipping as for other races and suits their actual anatomy of the underlying 3D model better.
