Welcome to Final Fantasy, mate. Series has been like this for its entire existence. Not just this game, but the series as a whole. If you've only played like XV or VIIR or something, go play the older games and you'll see.

I do believe that what I like to refer to as 'narrative whiplash' has always been somewhat prevalent in the story and yet, has always been (and rightly so) called out as something that was jarring and somewhat off putting at the time. It has, in my memory (perhaps not on these forums but in other mediums) always been pointed out as odd, or as an issue with pacing (This has always been historically the case with ARR, SB, and to a lesser extent HW).

Something , however, seemed to have switched with ShB and EW wherein criticisms such as these were suddenly seen as antithetical to any form of conversation and 'harmful' as a whole, and either ridiculed or straw manned out of existence without any further consideration.

The simple matter is that Endwalker (and yes, Shadowbringers) do suffer from unfortunate issues with pacing, and 'narrative whiplash' whereby the serious, and the heavy hearted will be, at times unforgivably and haphazardly, splashed with a generous helping of light hearted and ultimately ill timed and poor attempts at cutesy humor in order to lift a mood.

Some situations, and some plights (Such as the above mentioned refugee and child) should not be handled in this fashion by the narrative, mostly because they have not been given ample time in the main story or side quests to be handled in a way that seems more thematically appropriate with the aftermath of the Final Days. Perhaps if that was done this would be seen as less egregious.

And the Tweetingway debacle was needless cringe. Maybe I dislike fun, but I do believe that the recent stint of Community Management rationale by which brands treat their consumers like children is belittling and patronizing. Make a new account for it, or incorporate it elsewhere if it's something you want to do, or find another avenue. (ie: Mudchute/Mogchute farm, which was a cute diversion done in its own area (on twitch) and donated to a good cause.). Mileage can and will vary on this, but definitely not my cup of tea.
