Solution two (Which will never become reality): I hate to say it. But copy World of Tanks, each player is able to blacklist one map, with premium you can blacklist a second map. I can only speculate but I bet most players don't mind LoTA/Syrcus/WoD, so it should impact those queues minimally.

How Do I Exclude a Map in a Standard Battle?
  • Every player can exclude one map. With WoT Premium Account, you can exclude two maps.
  • You can exclude a map only for Standard Battles.
  • You can change the excluded map every four hours.
  • If a Platoon enters a battle, maps excluded by the Platoon Commander apply.
  • Excluded maps do not apply:
  • to Tier I–III vehicles
  • to Encounter Battles, Grand Battles, and Assault.

We'll have a total of 15 alliance raids when the EW set finishes. Alliance raids comprise of 24 players though. We definitely couldn't allow people to blacklist multiple raids. It'd be a mess.

To add to this, groups that queue together would have a well diversified blacklist. Imagine if 8 players queue together in a group. That's 8 unique blacklists, over half of the existing raids currently and half of them even after EW finishes. It wouldn't be fair, and if anything, it'd create the potential for trolls to try and break the queues altogether.

And finally, alliance raid queues die off at certain times on most servers. This would probably harm queue times further during those times.

Even a single blacklist would be asking for way too much.
