You've tried all of the suggestions listed when Googling this error? I found many, and unfortunately we can't have any idea what you've tried, because you only said you tried "a bunch," so forgive me if I am asking you to do repeats.
These caught my eye immediately:
This error is caused by an incorrect language setting, which you can change.
Reddit threads on this error, LAN settings.
A specific Reddit thread that has a solution in the first post to this error.
Complaint of this error on these forums and a solution from support that resolved the issue.
I got 807 results when searching for the specific language involved. The error (including the negative mark) in quotes, along with the words 'ffxiv' and 'launcher'.
I know you tried "a bunch of solutions" you found online, but you'll need to list what you tried in order to move forward here. Otherwise you're just going to keep getting suggestions to do things you've already tried.

Yep i tried all of those and is still not working :c

I'm sorry to hear that you have been experiencing HTTPS errors when attempting to run the launcher. I would recommend trying the following, as it might help with this error:
1. In your Control Panel, please select ‘Network and Internet’. Once there select ‘Internet Options’, and adjust the following settings:
- Under the "General" tab, please delete ALL browser history.
- Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
- Under the "Privacy" tab, click “Advanced” and select ‘Accept’ under both First Party and Third Party Cookies.
- Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
- Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
- Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
- Right-Click on the FFXIV launcher icon and select "Properties"
- Hit "Apply", then "OK" to save the changes.
- Please RESTART your PC after. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator"
2. Please make sure any background applications (including anti-virus programs) have been disabled or closed. You may re-enable them later if this does not help with this issue.

I'm having the same issue, and I've also tried all of the above options, including everything from Mieleoneis (thank you, sorry!) as well as some other stuff I saw like trying a VPN (didn't work). A lot of the advice online involves changing Internet Explorer settings, but it's been discontinued so none of that works. For me, it breaks before the launcher, so reinstalling is not really an option. I have reinstalled the launcher on Steam several times.

Update: I found a solution!
I went into Documents/My Games and deleted the Final Fantasy XIV folder entirely. That let the launcher get past where it was crashing.
I've seen this problem a lot and everyone seemed to have a different solution that worked for them so who knows if this will be helpful, but it worked for me!
ive also had this and many other problems with the client, i think ive seen like 7 different kinds of pop up messages that basically just force close the client and i have to load it again, but once it gets up and going its fine. some days its mostly ok some are annoying. ive done everything Mieleoneis has said. ive done whatAClaireAB has said (which deletes all of your ui customization like hotbars, keybinds, chat settings and so on). ive done complete wipes then restart computer and clean install, ive done client repairs in the settings, turned direct x11 on and off, gone into internet options, whitelisted the launcher i think, checked all the TLS things. i dont know wtf to do for this anymore other than "ignore whatever error pops up if its the same old thing and relaunch client until it starts working"
i literally have people down the street with THREE different computers and accounts in the same house all playing at the same time on the same connection, pretty sure using the same isp as me, and they have 0 problems whatsoever. my computer is basically brand new with only a few steam games on it, guild wars 2, and then this game. how am i having problems lol
