I don't think wasting development resources on a game mode that never had any real traction thus far makes sense moving forward. There are plenty of pvp games out there. FF14 should focus on what it does best.

FFXIV already has the pve everywhere and the pvp in space dedicate out of free world.
Example gives access to an existing pvp map (The entrance from the wolf's lair) , integrates a village, repetitive quest + pvp disabled upon arrival(for those who only want to do the quests) + monster everywhere, the pvp mode activates automatically when you do a Full Active Time Event, which gives you experience + pvp crédit (to purchase equipment)
Give the right to activate the pvp mode if players want to do a general fight. An arena in the center, the one who stays alive earns extra points, a bonus if you kill a player with the pvp activated.
It's stupid but when I will be level 90, it will be relaxing there..
And from the beginning I saw everyone saying that it will create angry people in general but no, only angry with his opponent yes it's sure
For an assured balance, gives aleatory access, prohibition to enter in group, if 1000 players seek to access it, it is absolutely necessary to disperse them on different channels, all governed under the server EUROPE CHAOS. So there is no need for a lot of resources and it will already be awesome![]()

And add the right to launch a mission at the same time and it will be perfect.

Create a free PvPvE map / Event PvPvE with NeoBahamut and the BlackCrystal / Duel allowed everywhere (except capital) / Add specific attributes to each job (which can be applied only on his own character, And are cumulative, 8 jobs level 90 = 8 Ultimate attributes). Pull the game up and not down.

And in addition to this idea (above), an Ultima Arma (or other) that walks on the map, which reappears every 3 hours (if it has been killed) which gives you a buff of up to +50% experience (compared to your participation) for the next two hours and which can directly be killed by PvE players (without having activated the pvp mode). The experience buff is not cumulative but renewable.
Experienced players will always have something to do, and the new ones will be able to develop their job with more enthusiasm.
