As for the solution to the problem, yeah I think more purchasing options for all regions would be ideal. It does seem daft to have the trial but not full game.

I know a VPN was suggested, I don't know if it's also worth maybe contacting Steam support to see if it violates any ToS, particularly given you own the game on Steam and have simply moved country and now can no longer buy game time or expansions for a game you purchased. Just so you are avoiding a situation

I'd probably also suggest seeing if FFXIV's support can help, but I don't know if they would provide support for you in your country.
If you plan to live in Vietnam or any other country only temporarily and you like your existing character, I would suggest simply keeping your existing account. You can log in from anywhere to any data center (except China, and perhaps Korea?). But you will need to keep up a payment method in your home country where the account is located.

But if you plan to move permanently, you will either have to keep up your original country payment option indefinitely... or consider starting anew with a brand new account and new character.
