my friend has an Argentinian Steam Account and he can't gift it to me since the product isn't available in my region.

Japanese Mogstation doesn't accept my country CC, or even any other countries' as far as I can remember.
It only accepts Japanese CC.
That's really unfortunate. You might try to contact support to ask if they can change your account region since you don't live in Japan anymore, though I'm afraid the chance they will you is pretty low. Maybe they will have some suggestions, though.
