So how do we force the issue? What can players do to cause enough of a headache/pr problem/etc for the developers to make fixing the housing problem a priority?

First, by acknowledging that the all the wards added in Shadow Bringers, the upcoming Ishgard Housing, and the lottery system they're adding due to popular demand isn't nothing. Maybe it's not an ideal fix. Maybe it's not an effective fix. But we gotta start from a place of honesty or, in my experience, the conversation can really only go south.
(Also, if we acknowledge someone's efforts they're more inclined to listen to us.)

The Devs have said they look to robust threads with many pages of discussion for feedback, so if you have feedback, ideas, or potential fixes please add your voice to existing threads to better signal boost it
Offer constructive AND annoying feedback on forums.
Don't buy anything to support the mog station, my monthly is all they get at this point.

What do you see as the current problems and the fixes for those problems?
SE has been doing things, but they've all been ineffective because they don't address the core problem - supplying an expanding player base with a system that doesn't easily lend itself to expansion.
Supply - they have added new wards multiple times in those 6 years. The amount added temporarily caught up to demand for houses in 2018 (except on Balmung) but the flood of new players in the first half 2019 quickly wiped what had been available. Additions since have done almost nothing to meet demand.
Purchasing - before the timer was added in 2018, players on most worlds were forced to buy through the flippers. Low pop worlds usually had a few less desirable plots up for grabs in Goblet but to get anything else you had to deal with the flippers. The timer has at least given players a way to compete for plots against the flippers.
They've announced a lottery coming next expansion will affect how players purchase houses in some wards. It might take away camping as a mechanism but it will also increase the competition for available houses. Those who didn't want to camp placards to get a plot will be buying their lottery tickets right alongside those who were camping. What will be the impact on house flipping? We don't know. It depends on how the rules change for relocation. If relocation has a grace period before the lottery goes into effect or even supercedes an active lottery, nothing about house flipping will have changed other than the flippers will have more competition when it comes to purchasing a new house to replace the one just sold.
As long as SE insists on putting a trickle of new resources into wards while ignoring the potential of instanced housing, housing will never be fixed in this game. A friend just conned me into replaying some games we haven't touched in years, including RIFT. I installed and logged in yesterday. All 11 active Dimensions (housing) across my 5 characters were still there and intact from when I had stopped playing it back in 2017. A few of them had some slight visual alteration that seems to be related to how a certain furnishing type worked but otherwise they were what I remembered.
Wouldn't it be nice if players in this game could take a 4 year break for whatever then come back to find their housing just as they had left it?

Well first of all housing is not broken, plots available has always been a demand.
If want to to something about the demand, remove grandfathering, shell FC's and more as a feature, and add taxes to property..
