The extra work they do have with every new race is voices, character customization, race/gender specific emotes, and the walking, running, sprinting, etc animations and I'm not gonna claim that this is easy work, but it is certainly less work than remaking every armorpiece in the game.
Yep, this is entirely true. The only gear they'd had to refit would be headpieces and well...they didn't.
