How would YOU make Apartments viable options?

Your first suggestion is what the DEV's are saying they can't do. Private Balconies would put more stress on the server not matter how their done. Everything else you asking for is great but the balcony one is a no go.

Roommates would be nice. Bigger rooms would be nice. Balconies heck yes! maybe a local gardening area similar to the chocobo stables.

I'd triple the space of the apartments to add 2 more rooms (with tiered pricing leading up to 2mil for all three),

I'd also added a separate "closet" instance to the apartment building that houses a glamour dresser, each instance is specific to the player to prevent the issues that ensure we won't get them directly into houses.
