So I figured I'd parse through this thread along with the Technical Support section to find any common themes with the hardware combination this issue is affecting ;

1) Intel i5-3570K / GTX 970
2) Ryzen 1800X / GTX 1080 Ti

5) Ryzen 1500X / RX 480
6) Ryzen 1700 / RX 480

9) Ryzen 1700X / GTX 1080 Ti

11) Ryzen 1700 / GTX 1080

This is a small sample size from the people who've explicitly stated their computer information.

AMD CPU's w/ NVIDIA GPU's : 9
Intel CPU's w/ NVIDIA GPU's : 4
AMD CPU's w/ AMD GPU's : 5
Intel CPU's w/ AMD GPU's : 0
Outlier: Intel CPU's w/ Intel GPU's : 1

Even with this tiny sample size, we can see this doesn't only affect one specific CPU & GPU combination (though first generation Ryzen CPU's account for 14 of the 20 computers). There are many other threads out there not in the FFXIV forums where users are experiencing this issue but, unfortunately, hardware information doesn't seem to be useful for identifying the root cause.
