Problem is in the game it self, and don't have anything overclocked and same problem
I seem to have solved my version of the problem, and this might help some others as well.
After trying everything else that's been suggested here and on Reddit, I took a look at task manager while FFXIV was running. Lo and behold, it was maxing out my GPU just sitting in town with nothing really going on. For reference, my GPU is a GeForce TITAN X, and shouldn't be maxed out by FFXIV.
I went into the in-game settings and messed with the frame rate limits, while tabbing back out to the task manager. Setting the limit to 60FPS didn't help, but setting it to 30 made the load drop substantially. It now sits between 60-70% of max load, depending on what's going on.
I haven't had a DX11 crash since, but it's only been a day and a half. If it happens again, I'll update this post to reflect that. Hope this helps some others figure out their issues.
Edit: Well, two days in and got another DX11 crash during the Rofocale fight. So not a real fix. It did definitely make the time between crashes longer though.

well I have rtx 2080 super +ryzen 2700x at max settings in sity when crowded I get about 70 proc gpu load
Yep having it too. Game was ( and is generally ) working perfectly but as soon as I initiate the cut scene for the quest "Into the Dar" in Rak'Tika the game crashes with a DX11 error. The rest of the game works perfectly, not sure what to do, tried everything.
Was able to play most of today fine. Went to go do the machinest quest Release the Hounds get into the event the moment the lala's spawn "only 3 spawn mind you yet the game sees a lot more on the filed which are not there' and this comes up. Its not my machine thats for sure and after hours of playing today this just starting out of no where with no windows updates going on something is going on in the 14 server backend to kick back.
Addon: Oh and turning off DX11 does not work. Just does the same thing.
Got this one last monday:
Looks like a copy+paste of the previous one I already posted:

I've had these errors for over a year now, but a few months ago I disabled fast boot to fix other issues and now it seems like my FFXIV works properly again! Haven't done extensive testing yet, but so far I managed to stay in game for 30 minutes without crashes where as before my longest record was less than a minute.
Guide on how to disable fast boot can be found from the below link:

Got Errors, got CTD without even an Error Report. Please fix it already >o<
Again, and again the same errors:

this issue just started popping up for me today game was running fine for a year now on this pc and nothing has changed since before the issue on my pc so this issue just randomly decided to happen on its own. This is UNNACCEPTABLE. I usually praise se for a good smooth quality game, but this dx11 crash issue is not okay when i pay monthly to play this game. THIS NEEDS TO BE EXAMINED BY THE DEVS AND FIXED.
