I have a feeling he's unable to take the Exarch over, but uses the stab to hijack the Crystal Tower through the crystal part of the Exarch. Which is what leads to all those WoL being summoned to attack us.

Any difference in the effect can be ascribed to, at best, a different perspective, and at worst, an updated animation of the same technique.

When he does it to Minfilia, it lingers on her like a tether, and only dissipates when he pulls his hand back.

To be fair, we dont see the rest of his scene with G'raha, and it is entirely possible it lingers there as well.
