On the system report, it shows the game as being installed on the D drive. Could you try uninstalling and reinstalling the game on the C drive? I also advised to delete the locally saved content folder (My Documents > My Games > Final Fantasy XIV). Make sure to create a backup of this so you can replace it if it doesn't solve the issue.

Additionally, try doing a cleanboot. Open the task manager and select the 'Start up' Tab. Disable everything here and restart the PC. . Restarting the PC with only what is used to run PC should get rid of the overlay you are unable to remove.
