I'm not denying that any hacks exist, I don't know where you're getting that from. However, Yoshi is completely right when he says that he cant put the client in charge of more things for the reason of preventing cheating. Every piece of information you trust the client with makes it easier to cheat. Any existing hack is based upon information that the server sends to the client and/or that the client sends to the server. You can't (easily) hack something that is kept and managed on the server.

.3 seconds PLUS response time: .3 + response time = total time.Obviously, that's not where the confusion is. So you're going to have to restate your question.
I'm still not seeing where he's saying .3 seconds is one way. It's also pretty clear to me he's talking about all potential clients, not just ones in Japan. He's using a number that more or less covers all players.
"Between client and server" can be both directions. If he was only talking about one-way communication, he would say "FROM client TO server, not BETWEEN client AND server."⇒This can take up to 0.3 seconds for transferring packets, plus the response time.
I just guessed reponse time to be .3 as well, which gives us .6 = 600ms which is CRAPPY.
The last comment I remember him making talked about how he aspired the movement in 2.0 to be as responsive as World of Warcraft's movement. Frankly, that's what I'm hoping for as well.
