All dungeons should have minimum ilevel requirements?

Perhaps in addition to the minimum ilevel, to even select the leveling roulette, the player has to be equipped with minimum ilevel gear appropriate for the level they are at. For all other roulettes, the player needs to be equipped with gear that would allow all options for the roulette to be available.

If I'm understanding correctly you want people to carry around complete sets of gear of various level ranges in order to enter the different dungeons available in leveling roulette? What purpose would this serve?
