I tried bringing up this same topic the other day, but no one seems to really want to talk about it too much.

That being said, I feel like there should be at least 1 ward in ever housing area that is strictly FC only, with checks and balances put in places so the houses aren't owned by single player FCs that are just players trying to cheat the system.
