    Bug preventing progression beyond quest "Black Wolf's Ultimatum"

    Please review the following thread and see that the issue was resolved by Square Enix staff for another user, not moved to "Working as Intended" as my identical issue has been twice now:

    Bartholomew is not located in the airship landing. He is located in the Royal Promenade, as the game says he is.

    Your threads keep getting moved to "Working as intended" because the game is working as intended. Click the objective in your quest tracker, "Speak with Bartholomew on the Royal Promenade," for a map.
