Game FREEZES/HANGS during TRANSITIONS (Force Crash PC)

This has been happening for some time. It was a lot worse when I had 2 video cards, so I pulled one, and for awhile it was so much better. Now it is back and more annoying then ever.

The problem is this. When I teleport, or loading into an instance, during the black screen with the loading symbol, sometimes it never finishes and I am stuck. Chat still works. If it eventually loads, half of the game is missing. I cannot see myself, nor can I exit the game. Trying to force close it in task manager never works. I usually have to hard reset my PC which is NOT good for it.

I am an IT and have tried many different things, including power management settings.

I have scoured the internet for people with the same issue but I cannot come up with anything concrete.

Intel Core i7-4790K Processor
MSI ATX DDR3 2600 LGA 1150 Z97-G45 MOBO
16 GB Kingston HyperX Beast DDR3 1866MHz
EVGA GeForce GTX 970 4GB GDDR5

No other game I have ever played has given me this much trouble. I have over 300 games on Steam and not one does this.

No other application I have freezes. I have very little installed, nothing on my desktop, I am very OCD when it comes to the organization and cleanliness of my PC.

I love this game and want to play it but when I constantly freeze and have to crash my PC, it really pushes me away from this.

Does anyone have suggestions? I will let you know if I have already attempted them.

Hello there! As I can't seem to message you directly I'm just gonna post here. So I noticed you have a somewhat similar issue to mine (Detailed Here) and noticed you have yet to get a response.

Have you perhaps figured out the issue yet? I know I've tried a great many things but no matter what happens the game keeps hard crashing my Windows 7 system forcing a reset/reboot/manual power shut down.

Does it happen a lot for you too? Or did it only start recently? The trouble seem to have started back around patch 3.3 or so.
