Yes it is. I still haven't gotten a bolt from A9/10 yet due to sub-20 rolls.

The main problem with RNG in this game is that it's not made with human players in mind. I think the numbers are made to work out to the correct percentage if you do like a billion attempts, which is how SE tests it. However, we as players usually do more in the 10-100 range, and it doesn't work out as well in those smaller sample sizes. So pretty much everyone who has ever gathered has probably failed at least 5 in a row at 90% chance or higher, and that feels super broken. So even though the math might work out to be close in the long run it's a terrible system for the players of this game, because it's frustrating to us to see 90% and then not get 9 out of 10, because it actually means 9 billion out of 10 billion and all our attempts were in the wrong billion.
They either need to fake RNG and add a streak breaker so the outcome better matches our expectations, or get rid of the exact percentages so I don't see 85% and then get 40 out of 100. Just replace the 90-100 range withand the 0-89 range with
.

This is how percentage chances work. The higher the samples, the more correctly the percentage. Don't trust your brain if it come to percentage chances. It is too emotional for the cold math. Check it with a pen, a paper and a calculator.

That's my entire point. The game is played by humans, not robots. It should have RNG that humans see and think "yeah, that's what should have happened". Not RNG that humans see and think "why is this so broken?"

Truth is, if you don't get occasional streaks of good or bad luck, then that is evidence of a bad RNG.The main problem with RNG in this game is that it's not made with human players in mind. This thread boomed more than I expected it to lol so I'll throw a couple replies out here:
Yes, I am generally unlucky but I do have some lucky moments. However, they usually come back to bite me with very unlucky moments. Despite this, I know bad RNG and accept it when I see it, but sometimes it is utterly ridiculous and farther from the average odds than it should be, which is why I made this thread.
It is also true that there are good RNG times as well as bad but as has been mentioned the bad to tend to outweigh the good and therefore play favorites with the bad side.
Random is random, but rigged is rigged. RNG honestly feels slightly rigged in this game...
Guildmaster of Power With Numbers (PWN) on Coeurl in Aether.
Definitely agree that the game could use much less RNG.

I wonder who are actually programming RNGs?
So much said in this topic that is just not true...
Edit: In a Dev post SE already said which algorithm they are using for FFXIV, those who are familiar with RNG programming know about its weakness.
