Water magic has been around since Final Fantasy III since that's when Leviathan was introduced. The Water element will still exist in 14... It'd be hard to lose all those crabs and other fish creatures over night.

It's a little early to do this test...
However, I did some test of 50 cure 3 and recorded down their normal heal and crit heal numbers: google doc here
So test object is myself. I use water brand (water resist +11 Att magic pot+22 water magic pot +11) and woolen cowl red (mnd +8 healing magic pot +12 magic eva +12)
vs
Ifrit Cudgel (fire resist +15 att magic pot +20) and woolen cowl red (mnd +8 healing magic pot +12 magic eva +12)
vs
water brand and Felt gaskins brown (mnd+8 int+8 pie+4)
in sum, water magic pot didn't increase any normal cure amount. (However I did get more crit healing. The total amount increased by 1.3%. It didn't mean anything)
and I tested the healing magic pot effect again. +12 healing magic pot ~ increased 1.3% in normal heal 3.1% at crit heal and 4% of total amount.
Please notice these test result is not a large scale test, so some items like crit heal avg is questionable. While normal heal amount is more accurate. for more crit heal test, you can see my previous post at Interesting Cure Magic Critical Calculation Method
PS. also this test disagree my previous post about magic eva and crit heal % ^^:
hmmm....for some curious LS mates, I tested with:
water brand and Felt gaskins brown (mnd+8 int+8 pie+4)
vs
water brand and naked
test target is assume mnd+8 increase healing amount. temp forget about the int and pie...
The normal healing is 50/50 no crit heal at this case!
with pants normal healing avg is 701.7 with crit avg is 707.9
with no pants normal heal avg is 695.2

Water and Enfeebling Magic seemed to have been pulled from Cnj and Thm.
Also, there is talk of expanding the caster pool.
There is a 'Arcanist" guild in LL(by the water, hint hint) that is so far unused.
I wouldn't be surprised if we see Arcanists Debuffing with Water spells, maybe neutral spells too.
Well we have 2 things to assume from the little info we have.
(1) in the old dats, flayer used whips, but we have no idea what the flayer woulda been.
My guess is, it's now the weapon for BST/SMN.
Since the idea of a lion tamer (Beast Tamer) is commonly thought of, as having a whip. Along side FF4s caller/summoner using a whip as well.
(2) Ulbringer or w/e the name of the NPC is, in the early GC quests, has an Arcanima Staff. (assuming magitek)
We know Arcanimists had early designs in being a pet class.
This NPC summons familiars...
Then again it's said he is a bard as well...
This might also be the BST/SMN weapon... or It can just be me over thinking something that wasn't thought out that well to begin with.
In short, when it comes to Arcanimst or BST/SMN, its possible either might not be the Water user. (depending on if either are made into the pet class)
According to the French rep, Water wasn't included on the list on purpose, but will be present in the game. He confirmed that Conjurer will have access to Wind / Earth / Water elements and Thaumaturge to Fire / Ice / Lightning.

I guess but if you used that spell on a flying/floating mob it did no damage, as to "Stone" spell does unlike FF7's quake, qua-la, qua-ga spells.
thinking Quake as Earth element spells then sure, it was in since FF1 but it was earthquake spell and if you guys are going by just element then sure, you had the usable summons that had every element since FF3 (JP) I was going by the actual spell "Stone"/"Water" (FF2 had Leviathan but as something that comes out in story, can't see, or use since no summoner back then)
