OOOOOOOO This is a new addition from patch 3.2, its a story line. They hidden them around the whole ishgard region. each patch continues the story, last patch she was looking around like she was looking for someone.

Nah, there has been another unmarked NPC story playing out involving a young elezen noblewoman and a young elezen commoner from Ishgard.

I noticed a NPC in the 'farming' area behind Rovenas' during my first post-patch Idleshire exploration talking about "That child, you know who, is crying at the park every night", but she wasn't there yet when I went to check right after night fall
