I haven't noticed a reduction in Good/Excellent procs at all. o.O

It only becomes really noticeable when you're synthing level 60 stuff. There might be a gradual decrease up until that point, but the difference between synthing a level 50 item and a level 60 item is like night and day in terms of procs. I have had numerous level 60 synths (long ones, in the realm of 20-30 steps) where the condition stayed Normal throughout the entire thing. That would almost never happen on a 2.x synth.

Odds of getting G/E Proces in L58 and 2-Star L60 recipes (using sample sizes of 600-700 steps or so)

Summary:
The chance of a Good/EXC during a step of a L58 d35 recipe seems to be about 1 in 7 (14.14%).
The chance of a Good/EXC during a step of a L60 2-Star d70 recipe seems to be about 1 in 11 (9.05%).
