While you did say that, you also claimed at the very beginning of that post:

False it only effect damaging dots only it does not effect Healing effects (HoTs)

Which was a response you directly quoted to:

Spellspeed right now has a small effect on HoTs.

So, yeah, I'll just repeat what Lyrica said.

Or you could actually read patch notes or even ingame tooltips
