In the Letter from the Producer X, yes, all those things were intended to be by the end of summer. But when detailing those things specific to 1.19 in Ltter XVI he said:

don't take me wrong i wasn't talking bad about it. i don't mind taking a little more time to release quality patches. i was just correcting someone saying he had stated 1.19 would be by then. it seems alot of the stuff planned originally for 1.20 is making it into 1.19 anyways, but even if it doesn't like i said i would rather wait a little longer to get finished patches and not rushed mess.

Buying collectors edition gave players access to the game on September 22nd.

This is why people assume the 22nd is the 1 year mark.

Don't they usually post a Producer Letter every Monday ? I refreshed the lodestone a lot today

Not every Monday, but usually every other week. However, with the size of the 1.18 and 1.19 patches the time between letters got larger. Yoshi-P said in one of the recent Dev-posts that the letter will probably be released right before the 1.19 patch.

I touched on this in yesterday’s post on the repair system, but I am planning to write about the basic direction I think about in terms of FFXIV and modern day MMORPGs. Please read that as well once the letter is released.
(Considering the current development situation, it seems like the letter will be released right before patch 1.19 goes live)

That "tomorrow" being today. It's been quiet today, so maybe everyone is busy writing/translating? One can only hope anyway.

I'm still hoping we have a big surprise tomorrow. But I won't be too sad if it's just business as usual. Just more time to play Dead Island before the new claim and guildleve systems drop.

I don't remember where I read it - be it in a producer letter, translated dev post or interview, etc. etc. - but I think it was a number of months ago where they were going to try and shoot for 1.19 coming out at the end of September (which, we still have one more week left in this month). Of course, things can get pushed out further from their original early-forecast dates (and often do) so perhaps it won't be until [early] October.
